Week 11 in #wapenhandel25tweets

Onder de volgende tekst – waarin één of meer tweets zijn verwerkt –
staan de 25 tweets van deze week.

SIPRI publiceerde de nieuwe gegevens omtrend wapenimport en -export. Nederland was in 2016 buiten de top 10 gevallen. Die gegevens zitten ook in het artikel over dual-use naar China (tweet 2). Nederland heeft de vertrouwde plaats weer ingenomen.

Vertrouwd is geen overdrijving. Die positie heeft Nederland ook op lange termijn (vanaf 1950) staat Nederland bij de tien grootste exporteurs, zo berekende Business Insider op grond van SIPRI-gegevens.

De Nederlandse wapens vallen niet op. Het gaat veel al om onderdelen voor marineschepen, raketten, vliegtuigen en helikopters. 

De afgelopen week werd op de Dimdex wapenbeurs in Doha weer een groot contract gesloten voor helikopters voor Qatar (tweet 18). Fokker is onderdeel van het consortium dat deze bouwt en levert dus ongezien onderdelen.

Week 10 in #wapenhandel25tweets

Er is een discussie nodig over een strategisch wapenexportbeleid dat bestaande regels en normen in een algemeen veiligheidsbeleidsconcept plaatst. Een goed wapenexportbeleid mag niet uitgaan van de export, maar moet uitgaan van buitenland- en veiligheidsbeleid. Dit moet zich in de praktijk ontwikkelen met oog voor posities van deelstaten, buurlanden en hele regio's en een lange termijn visie op risico's op de lange termijn.

Wapenexportbeleid mag daarbij geen instrument zijn voor het behoud van de eigen defensie-industrie. Ongetwijfeld is een goede defensie-industrie van belang voor Duitsland. Het is echter onverstandig om afhankelijk te zijn van klanten uit het buitenland. Wapenhandel kan ook lange termijn samenwerkingsmogelijkheden van overheid met ontvangende landen verzekeren en deze staten binden aan Duitsland. Dit is zeker in het belang van Duitsland, maar dat is exporteren van naar autoritaire staten of naar conflictgebieden niet. Voorstanders van export hebben de neiging de vraag te negeren wat er gebeurt met wapens in het ontvangende land of welke effecten deze kunnen hebben op conflicten en mensenrechten. Een vreedzame wereld waarin respect voor mensenrechten bestaat is ook in het belang van Duitsland. Een dergelijke visie kan ook betekenen dat bij het trainen van veiligheidstroepen in lokale partners kunnen worden geholpen door ze wapens te leveren.

Een visie die zeker na een weekje Saoedi-Arabië in het VK niet alleen aan Berlijn gericht kan zijn, maar ook voor andere ontwikkelde landen op moet gaan.
