Boekbespreking: het temmen van een dreigend conflict

Taming Sino-American rivalry van Feng Zhang & Richard Ned Lebow heeft een opvallende titel. Niet een zoveelste variatie op de Thucydides val* genoemd als opmaat naar de onvermijdelijke kladderadatsch, maar een zoektocht naar een oplossing: het temmen van het conflict. Het boek valt ook op omdat de ene schrijver professor is in Engeland en de ander in Guangzhou, China.
Los van de Oekraïne kan ik het niet lezen. Maar het gaat over een dreigend conflict aan de andere kant van de wereld; tussen de voor Europa belangrijkste bondgenoot aan de ene en de belangrijkste handelspartner aan de andere kant.

Er zijn volgens de auteurs altijd diplomatieke mogelijkheden om een ramkoers te vermijden. Voordat de schrijvers bij de diplomatie zijn, brengen ze de lezer langs de beleidsmatige en militaire fouten die China en de Verenigde Staten maakten, afschrikkingsstrategieën, vertrouwenwekkende maatregelen en dit alles omlijst met een zee aan kennis en feiten; teveel om mee te nemen in een bespreking.

Vertoog

In de Verenigde Staten vindt al enige tijd een flinke verschuiving plaats op het gebied van de verhouding met China. In 2007 was die relatie nog niet vijandig. De landen werkten samen op het gebied van klimaatverandering en het intomen van de Iraanse nucleaire macht. Acht jaar later was dit weg. Wat ging er mis, vragen de schrijvers zich af. De Amerikaanse militaire aanwezigheid in Azië werd verdubbeld zoals het Pentagon in 2012 aankondigde.In China werd deze verschuiving gezien als onderstreping van de analyse dat een belangrijk deel van de Amerikaanse elite China wil belemmeren een concurrent op het wereldtoneel te worden.
Analisten in de Verenigde Staten stelden vast dat flink doen naar China inmiddels zowel binnen links als rechts in bon ton is. Het is de strijd tussen het vrije liberale systeem en het repressieve. China zou streven naar het vervangen van de Verenigde Staten als wereldleider.
Het boek is geschreven in september 2019. Sindsdien wordt het Chinese gevaar alleen maar steeds sterker benadrukt  De antwoorden van Beijing op de Russische invasie van Oekraïne heeft dit nog versterkt. Beijing schuift steeds dichter naar Moskou. Een nieuw blok ontstaat (met als voorlopig hoogte punt het NAVO-standpunt (§ 13, p. 5).

De City on the Hill waar men weet en bepaalt wat goed is voor de wereld (waar men zijn zelfvertrouwen haalt uit die overheersende macht en elke scheur in de muur van de macht aan de bevolking weet te verkopen als een gevaar) staat tegenover Beijing dat wat het beschouwd als zijn historische rechtmatige positie weer in wil nemen na de grote vernederingen van de 19e eeuw.

Assertiviteit

Onder Hu Jintao (2003-12), de voorganger van de huidige president Xi Xiping, werd door China gekozen voor een positie van verantwoordelijke belanghebbende op het wereldtoneel. Een assertieve Chinese politiek zou er immers toe kunnen leiden dat China andere landen, ook in het Zuiden van zich zou kunnen vervreemden. Voorbeeldige samenwerking, zonder te streven naar grote veranderingen zouden China acceptabeler moeten maken om gladjes de invloed te vergroten. Onder Xi werd China krachtdadiger. Nu is assertiviteit niet altijd slecht. Het onder controle houden van Noord-Korea is bijvoorbeeld in het belang van de wereld. Uiteindelijk moeten we die assertiviteit ook niet overdrijven; de Chinese politiek is nog steeds vooral naar het binnenland gericht. De Chinese leiding hecht bovenal aan het handhaven van de macht van de Communistische Partij en binnenlandse stabiliteit, meer dan aan het buitenland.

'Nationale belangen'

Er is geen sprake van een fundamentele belangenstrijd tussen de VS en China volgens de auteurs en daar waar die wel wordt geconstateerd, is dikwijls sprake van onbegrepen gezamenlijke belangen. Het zeer sterk levende idee dat een opkomende macht als een soort automatisme in conflict komt met de macht die eerder de macht had kent in de afgelopen 500 jaar geen duidelijk voorbeeld; eerder van het gegeven dat de nieuwe macht hulp zoekt bij zijn voorganger en geen dominantie door oorlog.

Realisme

Het boek neemt krachtig afstand van het offensieve Realistische denken, omdat het een theorie is die niet op historische feiten is gebaseerd. De auteurs beschouwen het als een gevaarlijke ideologie waarvan voorspellingen uit kunnen komen, omdat ze zichzelf vervullen. Ook de rol van de machtsbalans bij het voorkomen van conflicten wordt overschat. Oorlogen zijn net zo vaak begonnen door landen met een voordelige positie als door lander die juist zwakker stonden. Uit het bestuderen van grote oorlogen tussen 1648-2018 is gebleken dat opkomende machten vrijwel nooit grootmachten aanvallen of omgekeerd. Aanvallers wonnen sinds 1648 minder dan de helft van de oorlogen die ze begonnen en sinds 1945 werd in 26 procent van de gevallen bereikt wat men wilde. Het is een teken aan de wand dat agressors oorlogen begonnen waar ze de al op achterstand stonden. Macht voorkomt oorlog dus niet. Het is een belangrijke waarschuwing.

Het conflict tussen China en de Verenigde Staten, draait volgens de auteurs niet in de eerste plaats om veiligheid. Hardliners, Pentagon en militaire industriëlen schilderen het graag zo af om het militaire budget verder te verhogen, een actieve bondgenotenpolitiek in Azië te verstevigen en het aanpakken van China te verdedigen en zo hun belangen te versterken.
Een militaire capaciteit om de ander te dwingen moet bovendien enorm zijn en zelfs dan (Vietnam, Afghanistan) is succes niet verzekerd. De zwakkere partij kan zijn militairen/bevolking er van overtuigen dat hun leven beïnvloed zal worden door de uitkomsten van de strijd. Zo kunnen ze tot meer inzet/strijd/offers worden bewogen.
Bovendien gaan niet alle ontwikkelingen via de weg van de macht. Welke afweging maakte Gorbatsjov in de jaren tachtig (nog niet eens zo lang geleden)? Dat de Sovjet Unie de bewapeningsstrijd financieel niet meer bij kon benen, zoals de conventionele redenering luidt, of dat de bewapeningsuitgaven verspilling waren, gevaarlijk bovendien, en Europa gebaat bij een Gezamenlijk Huis?

Afschrikking

Het militaire establishment van de Verenigde Staten wil de mogelijkheden hebben in alle omstandigheden te domineren. Met betrekking tot China is de Amerikaanse strategie voor inzet van zee- en landmacht erop gericht de Chinese verdediging te verslaan. De VS wil in Azië vermijden dat China de Amerikaanse militaire superioriteit kan aantasten. Deze strategie heeft een hegemonistische offensieve inslag.
Wat stelt China daar tegenover behalve de bekende vooruitgeschoven defensie? Iets wat hou fa zhi ren (de opperhand krijgen door terug te slaan bij een aanval) heet. De begrippen defensief en offensief lopen in de Chinese militaire doctrine in elkaar over. In ieder geval zijn de militaire activiteiten gericht op binnenlandse taken en inzet niet ver van China vandaan; niet op overzeese expansie of agressie. Hoewel er sinds de Golfoorlog van 1990-91 wel meer nadruk is komen te liggen op geavanceerde technologie en het verdedigen van economische aanvoerlijnen.
Afschrikking baseert zich op de bereidheid geweld te gebruiken en geloofwaardig naar buiten te brengen. Kernwapens hebben de afschrikking bijna volledig gemaakt. Wie begint er nog een oorlog? Een nieuw aspect van afschrikking is dan ook “als leider de reputatie ontwikkelen dat je irrationeel bent om daardoor geloofwaardig te zijn.” Is dat Poetin aan die lange tafel en dan half verklarend dat hij eventueel kernwapens wil inzetten? Was hier sprake van bewust de halfgare uithangen? Hoe gevaarlijk is dat? De schrijvers merken op dat conflicten kunnen uitbreken als machthebbers wanhopig en eminent verlies zien opdoemen. Druk kan de situatie juist verergeren.**

Eigendunk

China haalde de toenadering die in 2009 door Obama administratie was begonnen onderuit. De president had laten zien samen te willen werken op het gebied van klimaatverandering, nucleaire proliferatie en economie om een weg uit de crisis van de voorgaande jaren te vinden. Er gingen geen wapens naar Taiwan, Obama ontmoete de Dalai Lama niet tijdens zijn eerste jaren als president. Door het Chinese zelfbewustzijn, maar ook het wantrouwen werd dit niet gewaardeerd. Een belangrijk deel van de Chinese elite vermoedde achter iedere toenadering een streek om China te verzwakken. Dat is niet helemaal onrealistisch; de VS bleven balanceren tussen machtspolitiek en versterkte aanwezigheid in Azië en toenadering aan de andere kant. Maar als zelfbewustzijn en wantrouwen politieke vooruitgang in de weg gaan staan dan wordt het een deel van het probleem. De tendens werd versterkt doordat men in China meende dat de VS verzwakt was en het de eigen kracht overwaardeerde, zodat China de eigen visie rond Taiwan en de Dalai Lama door kon duwen. “Had China voor een strategische assertiviteit gekozen in plaats van een tactische – dat is de mogelijkheid om te bewegen onder de oppervlakte van kwestie naar een diepere strategische dialoog met Washington – dan zouden de twee landen misschien in staat zijn geweest om een positievere richting te vormen voor hun relatie,” schrijven de auteurs.

De Obama administratie kwam in 2010 tot de conclusie dat ze hun hegemonie in Oost-Azië moesten handhaven om de groeiende Chinese macht aan banden te leggen. Kort daarop bedacht China dat het ineffectief had geopereerd door de Amerikaanse toenadering te miskennen. Een top diplomaat leende de zienswijze van Deng dat China zich bescheiden moet gedragen en streven naar vreedzame ontwikkeling. Het sprake de gematigde delen van de Chinese elite aan. Het zou de opmaat zijn naar voorzichtige toenadering. De Verenigde Staten stelde voor dit op drie terreinen te doen: dialoog van militair tot militair, een economische relatie, en op het gebied van cybersecurity.

Fouten

Daarna hebben de VS en China de relaties weer laten verslechteren. Zo heeft China maritieme capaciteiten ontwikkeld om de nationale soevereiniteit te verdedigen, maar ook voor inzet rond Taiwan, in de Oost- en Zuid-Chinese Zee en voor beschermen handelsroutes. China maakte de fout zich in snel tempo land in de Zuid-Chinese Zee toe te eigenen.*** Het gevolg is een serie kleinschalige conflicten op zee waarbij China en de VS tegenover elkaar stonden. Dergelijke schermutselingen kunnen leiden tot misrekening met onvoorspelbare gevolgen. De schrijvers zien het inlijven van de eilanden als korte termijn politiek waarbij de lange termijn uit het oog verloren is of waar de Chinese machthebbers weigeren te begrijpen dat het Chinese optreden in Azië gevolgen heeft voor de verhoudingen met de Verenigde Staten.

China kondigende in november 2013 bovendien al aan dat het een zogenaamde Air Defence Indentification Zone (ADIZ) voor de Oost-Chinese Zee op zou zetten bedoeld voor een verder reikende luchtverdediging. Vicepresident Joe Biden was net onderweg naar China om een nieuw model van samenwerking te bekrachtigen. De Chinese stap haalde het proces van wederzijdse toenadering onderuit. Een deel van dat proces was het rekening houden met de belangen van de ander bij het formuleren van de eigen belangen. President Hu Jintao lijkt die problemen voorzien te hebben en wilde ADIZ niet ondersteunen. Zijn opvolger Xi Xiping had daar geen moeite mee.
Het ging van kwaad tot erger. In Mei 2014 kreeg China onenigheid met Vietnam over olie bij de Paracel eilanden. President Xi hield een speech Azië voor de Aziaten (implicerend zonder VS). Tijdens een conferentie met mensen van de CCP, uit de militaire industrie, krijgsmacht, diplomatie en lokale bestuurders werd gesteld dat China de politieke bescheidenheid (“keeping a low profile”) zouden inruilen voor grotere ambities (“striving for achievement”).

Overhand

De Verenigde Staten zouden in 2015 reageren met een maritieme strategie voor de regio van de Stille Oceaan en Azië. De regering Obama wilde 60 procent van de luchtmacht en marine concentreren in Azië. Het land sloot militaire verdragen met landen als Singapore, Vietnam en India. De verschuiving van de militaire middelen door de Verenigde Staten is voor China een reden om Washington te verdenken van een Monroe doctrine voor Azië, een referentie naar het onder controle brengen van het Amerikaanse continent begin 19e eeuw. Maar veel Aziatische landen zien de Amerikaanse aanwezigheid als tegenwicht voor de groeiende macht van China in de regio. Die bondgenootschappen ziet Beijing dan weer als middel om China in te snoeren en zo gaat het haasje over. Hardliners in China onderstrepen de noodzaak dit te bestrijden. Sindsdien zijn beide landen niet meer aan deze gespannen situatie ontsnapt (Zie bijvoorbeeld de aan de Chinese krijgsmacht gelieerde Global Times die vrijwel dagelijks de VS aanvalt, regelmatig schromelijk overdreven, als dat het bijvoorbeeld nazi's steunt en onlangs ageerde China tegen Amerikaanse plannen de Gele Zee met mijnen te bezaaien.).
De Verenigde Staten ontwikkelen een offensieve strategie om de Chinese defensie te bestrijden met de mogelijkheid tot diep in China aan te vallen. Het gevaar van een nucleaire escalatie wordt daarbij ingecalculeerd. De schrijvers constateren dat veel bondgenoten daarom terugdeinzen voor medewerking aan deze militaire inspanningen. Ze leiden gegarandeerd tot “een intense Amerikaans-Chinese wapenwedloop, zowel conventioneel als nucleair, zowel in cyber als in de ruimte, omdat China uitgelokt wordt om een tegenstrategie te ontwikkelen,” met meer instabiliteit. “Als Amerika zijn fixatie met militaire hegemonie niet kan aanpassen dan is het op weg naar een gespannen relatie met China, waarvan de gemoderniseerde krijgsmacht afbreuk zal doen aan de Amerikaanse,” is de waarschuwing. Ze klinkt logisch maar juist die waarschuwing leidt in Washington tot meer druk om de militaire uitgaven te vergroten om de overhand te houden. Voor de Verenigde Staten is het de normaalste zaak van de wereld om machtsrelaties en militaire balans in hun voordeel te ontwikkelen. Dat dit frictie oplevert met de tegenstander die hierdoor verzwakt wordt, is een notie die niet meegewogen wordt. Ook deze mismatch verklaart de groeiende bilaterale spanningen. Zelfs Obama's laatste ambassadeur in China, Max Baucus, oordeelde dat het beleid een strategische visie ontbeerde.

Licht aan het eind van de tunnel? De schrijvers pleiten voor een beleid dat uitgaat van gezamenlijke belangen worden geïnventariseerd zonder de verschillende belangen te miskennen, maar die wel te managen en respecteren.

Minimale afschrikking

Afschrikking kan gebruikt worden in samenhang met productievere strategieën zoals vertrouwenwekkkendemaatregelen (confidence building measures, CBMs) en diplomatie. De afschrikkingsstrategie blijft risicovol. De schrijvers noemen vier gevaren: 1) het versterkt de dreigingsanalyse en een assertieve reactie; 2) het leidt tot overdreven zorgen; 3) het kan voorheen onbelangrijke fricties belangrijk maken in de onderlinge verhoudingen; en 4) uitgaan van overschatting van de eigen kracht en wensdenken (met selectieve informatie).

Aangezien afschrikking vrijwel onvermijdelijk deel uitmaakt van de strategieën van beide landen, stellen de auteurs een minimale afschrikkingsstrategie voor. Beide landen moeten mispercepties omtrent de inzet van de andere partij opruimen. Tevens zou gezocht moeten worden naar mogelijkheden voor winst aan beide kanten. Minder bezig zijn met voorbereiden van militaire confrontaties en meer met de negatieve politieke consequenties van de afschrikking kan de dreiging verminderen. Voor de Verenigde Staten betekent dit bijvoorbeeld afzien van offensieve capaciteiten die de militaire reactie van China op een aanval onmogelijk maakt. China moet de militaire capaciteiten afbouwen gericht op het inlijven van omstreden maritieme gebieden. “Enige zelfbeheersing in het ontwikkelen van offensieve doctrines en middelen is essentieel,” schrijven Zhang en Ned Lebow. Maar er moet meer gebeuren dan een beperkte afschrikking.

Vertrouwenwekkende maatregelen

CBMs kunnen de weg voor de diplomatie effenen. Afschrikking zonder remedie om de relaties te herstellen heeft een grote kans om tot oplopende spanningen en conflict te leiden; en resulteert daarmee in wat het juist beweert te willen voorkomen. CBMs speelden tijdens de zogenaamde ping-pong diplomatie van Nixon/Kissinger aan de ene kant en Mao/Zhou Enlai aan de andere een belangrijke rol in het temmen van een eerder conflict tussen China en VS. De maatregelen moeten gericht zijn op het wegnemen van redenen voor strijd en conflict. Ze draaien om het versterken van regelingen en samenwerking en omvatten wederkerigheid in beleid, het zetten van onherroepelijke stappen, zelfbeheersing, het stelen van normen voor belangenstrijd, (beperkte) veiligheidsregimes zoals procedures om ongelukken tussen beide kante te voorkomen en het ruilen van belangen om escalatie te voorkomen en toenadering te vergroten. De verschillende methoden worden beschreven in afzonderlijke paragrafen en geduid met historische voorbeelden; van Fasjoda tot Camp David en van Falklands/Malvina's tot Irak en de Sovjet Unie. CBMs kunnen ambitieus of beperkt ingezet worden. Klein als er weinig mogelijkheden zijn. Groot als het kan.

Vertrouwenwekkende maatregelen en diplomatie gedijen niet in een nationale omgeving met opgeklopt zelfvertrouwen ten koste van de ander. Het wordt dus tijd dat beide landen een andere basis zoeken voor hun eigendunk. De Verenigde Staten niet op basis van hegemonie. De VS moeten beseffen dat China een invloedrijke kracht is in Azië, de schrijvers stellen dat dit zo slecht past bij de Amerikaanse denkwijze dat dit onderwijs van de veiligheidselite vereist. China zou de littekens opgelopen de conflicten met het Westen en Japan moeten afschudden. Wangdao en Hēgemonia – het verkrijgen van eer in ruil voor het verschaffen van veiligheid en economische voordelen (zie verder) – zouden een uitgangspunt kunnen vormen.

Taiwan

De geschiedenis van de Chinese en Amerikaanse verhouding tot Taiwan is er een van geven en nemen. China gaat uit van Eén China, de VS erkent deze positie zonder ermee in te stemmen. Deze afstemming is er gekomen om een vergaande en zeer gevaarlijke escalatie te voorkomen.
Washington heeft bedongen dat wapens voor defensie doeleinde geleverd mogen worden. Deze ruimte al enige jaren opgerekt. Beijing spreekt zich hier steeds krachtig tegen uit. Hoewel momenteel onvoorstelbaar: de VS zou de wapenleveranties kunnen stoppen. China zou hier dan evengrote toegevingen tegenover moeten stellen, zoals de garantie van een autonoom politiek systeem op het eiland na eenwording. Na wat er in Hong Kong gebeurde zou dit weinig geloofwaardig kunnen klinken. Toch stellen de auteurs voor: “Washington zou voor kunnen stellen dat het de wapenleveranties beperkt als China verifieerbare limieten instelt op de militaire productie en inzet tegen Taiwan en geloofwaardig verwoord dat het geen macht tegen het eiland zal gebruiken behalve in extreme gevallen dat Taipei zich de jure onafhankelijk verklaard of een aanzienlijke versterking van de veiligheidsrelatie tussen Taiwan en de VS.”
De ruil lijkt in het boek bijna een kwestie tussen twee partijen, de Verenigde Staten en China. Maar er is een derde partij. De schrijvers zeggen wel dat om Taipei milder te stemmen Beijing met een attractiever hereniging moet komen dan tot heden verwoord. Maar ook moet duidelijk zijn dat Taiwan zich niet onafhankelijk verklaart. Ze kiezen daarmee voor een positie die handvatten biedt voor Washington en Beijing (en niet onbelangrijk het conflict beheersbaar houdt), maar die in feite een verwrongen constructie is. Taiwan heeft allang een eigen politiek, economisch en sociaal systeem en is de facto zo goed als onafhankelijk. Dit niet erkennen schuift het probleem vooruit waardoor de catastrofale oorlog op de loer blijft liggen. Beijing zou binnenlands ruimte moeten creëren voor een stap waarin afscheid van Taiwan onder voorwaarden mogelijk is. Maar daarvoor pleiten raakt aan de Chinese binnenlandse politiek (nog los van alle voetangels en klemmen).

Korea

Waar liggen rond Noord-Korea de vertrouwenwekkende mogelijkheden. In ieder geval niet door geen contract te hebben, zoals Bush jr. tijdens zijn beginperiode als president. Ook toen er in september 2005 wel het zogenaamde Joint Statement werd bereikt, bleef het wantrouwen de verhoudingen tussen Pyongyang en Washington kleuren. In 2007 beloofde Bush aan Kim de relaties te herstellen in ruil voor volledige nucleaire ontwapening. Noord-Korea had inmiddels al besloten liever te vertrouwen op de nucleaire capaciteiten om het regime overeind te houden. De invasie van Irak door de Verenigde Staten in 2003 heeft het wantrouwen vergroot. Toen Kim door ziekte van het toneel verdween, kregen de hardliners in Noord-Korea de touwtjes in handen. De VS had kostbare tijd verspild; smeed het ijzer als het heet is, is een niet onbelangrijke boerenwijsheid in de diplomatie. (Ook nu inzake Oekraïne, zie bijvoorbeeld dit artikel.)
Gesprekken over de Koreaanse veiligheidssituatie tussen China, Japan, Zuid-Korea, Rusland, de VS en Noord-Korea eindigden in 2008. Aan het eind van zijn regeringsperiode zag president Obama dat het beleid van zijn voorganger en van hemzelf er weinig goeds had gedaan. Trump werd van deze constatering op de hoogte gesteld en pakte de waarschuwing op. Hij zette een stap naar Noord-Korea door oefeningen af te bouwen. Beide supermachten hebben belang bij een doordachte en gezamenlijke oplossing. De Verenigde Staten had belang bij een stabiel Koreaans schiereiland en afbouw van de nucleaire wapens. Ook voor China is een stabiele buur van belang. Een buur die weliswaar een buffer is tegen de vele Amerikaanse troepen in de zogenaamde Gedemilitariseerde Zone heet, maar denuclearisering zou ook in Chinees voordeel zijn, zo halen de schrijvers Chinese strategen en adviseurs op het gebied van buitenlandse politiek aan.
Momenteel is een complete nucleaire ontwapening voor Noord-Korea onbespreekbaar. Voor de Verenigde Staten is het onbespreekbaar zijn troepen uit Zuid-Korea weg te halen. Twee losse eindjes die dichter bij elkaar kunnen komen? De auteurs doen een voorstel in die richting.

Maritieme conflicten

De Verenigde Staten en China hebben geen territoriale conflicten. Ze verschillen wel van mening over die van China met zijn buren. Binnen China wordt de betrokkenheid van Washington wel eens gezien als een anti-chinese strategie. Dat klopt, maar het is ook bondgenotenpolitiek. Wat blijf is wel dat de conflicten makkelijk uit de hand kunnen lopen en zelfs tot oorlog leiden. De landwinningen door Beijing zorgen niet voor de situatie van vertrouwen die nodig is. Ook hier is toenadering in de vorm van onomkeerbare stappen gewenst. China moet zich richten op het zoeken naar een vreedzame oplossing van de conflicten. De Verenigde Staten moet die diplomatieke stappen positief beantwoorden en daarmee de schijn vermijden dat ze de conflicten gebruikt als onderdeel van een anti-chinese politiek. Het is een methode om te voorkomen dat beperkte conflicten uitgroeien tot een strijd tussen de supermachten.
De Verenigde Staten beschouwd zich als hoeder van de vrijheid van navigatie voor civiele vaar- en vliegtuigen, maar ook voor militaire. Hier lopen de meningen van China en de VS uiteen. Voor China gaat het alleen om civiele middelen. De Amerikaanse wens de orde in de wereld militair te bewaken, stuit hier op de Chinese zoektocht naar soevereiniteit en veiligheid in Azië. Voor de Verenigde Staten betekent het opgeven van militaire rechten in het Westelijke deel van de Stille Oceaan het opgeven van makkelijke toegang tot bases en bondgenoten in Azië en het zou militaire operaties schaden. China kan zich uitspreken dat het de Verenigde Staten dit recht geeft. De VS kan China laten weten dat het met terughoudendheid van dit recht gebruik zal maken. Een gemilitariseerd conflict om de controle over de zee, betekent dat beide partijen niet krijgen wat ze wensen, controle over zee; een dergelijke aanpak is dan ook “dom en roekeloos.” Als beide een stap terug doen, zijn beide daarbij gebaat.

De schrijvers merken op dat indiende de regering Obama de Chinese politiek onafhankelijker, doordachter en gebalanceerder had beoordeeld het misschien had kunnen zien zien dat vertrouwenwekkende maatregelen en diplomatie meningsverschillen had kunnen regelen door een gezamenlijke benadering te vinden in plaats van voor dreiging te kiezen die vervolgens verkocht werd als verschuiving van de balans.

Diplomatie

Het is onmogelijk om internationale conflicten te temperen of op te lossen zonder diplomatie. Dit vereist inzet, verbeelding, vaardigheden, intelligentie en structuren, maar er moet ook politieke ruimte voor zijn.. De hoofdvraag die de auteurs stellen is wanneer, hoe en waarom diplomatie conflicten niet laat uitmonden in oorlog of zelfs leidt tot oplossingen? Ned Lebow formuleerde daartoe al eerder drie subjectieve mechanismen: de overtuiging moet aanwezig zijn dat de oorlog of dreigende troepenopbouw niets oplevert; dat binnenlandse problemen niet opgelost kunnen worden in tijden van oorlog; en het idee dat toegevingen aan de ene kant worden gevolgd door gelijkaardige reacties aan de andere kant. Realisten gooien het over een andere boeg. Zij zeggen dat een veranderde machtsbalans reden is voor schikking, hoewel daarvoor geen bewijs bestaat. Geweld kan bovendien de publieke opinie polariseren en de ruimte voor diplomatie verminderen.
De schrijvers stellen dat personen door hun inzet een groot verschil kunnen maken. Dat is zowel voor leiders als voor diplomaten het geval (uitgebreid wordt ingegaan op de resultaten van de Chinese diplomaat Dai Bingguo en zijn Amerikaanse collega Robert Zoellick). Leiders die staan voor hun zaak en optimisme als uitgangspunt gebruiken kunnen zichzelf versterken. Dat betekent geen blind vertrouwen. Dat kan juist het tegendeel van het wenselijke opleveren. Zonder een gedegen risico analyse van buitenlandse en binnenlandse gevaren van diplomatiek initiatieven kunnen ze ook in hun tegendeel keren en de kans op een oplossing juist verkleinen. De initiatieven moeten vervolgens ook niet in het luchtledige blijven hangen of strijdig zijn met andere delen van het beleid. Het is bijvoorbeeld onbegrijpelijk dat president Xi wel achter de toenadering tot de Verenigde Staten stond, maar tegelijkertijd de marine toestemming gaf voor ADIZ en het winnen van territorium in de Zuid-Chinese Zee. Daarmee verdween de mogelijkheid voor meer toenadering “door druk van belangengroepen,” stellen de schrijvers en zo werd de oplossing juist verder weggeschoven.. Xi gaf toestemming omdat hij steun van de krijgsmacht nodig had voor zijn binnenlandse positie. In de Verenigde Staten was het de gemilitariseerde focus op Azië die de balans tussen afschrikking en vertrouwenwekkende maatregelen in 2011 deed kantelen naar de eerste. Alle dialogen kwamen in de schaduw daarvan te staan. “Diplomaten niet officieren zouden de taak moeten hebben om beleidsmaatregelen te verwoorden,” zo schrijven Zhang en Ned Lebow.

Hēgemonia/wangdao

Het conflict draait ook om botsende ego's schrijven Zhang en Ned Lebow. Aan de rol die eer en respect spelen in de Chinese buitenlandse politiek door de geschiedenis heen wijden de schrijvers veel woorden en er rekening mee houden kan een centrale rol spelen bij het temmen van de spanningen. Samengevat draait het erom dat de machtige landen voor vol worden aangezien en op hun beurt de veiligheid, maar ook economische mogelijkheden, van kleinere landen mogelijk maken, een idee dat ze uit de Griekse (hēgemonia, dat is dus wat anders dan hegemoniale overheersing ) en de vergelijkbare Chinese (wangdao) traditie halen. In het Chinese geval heeft dit door de geschiedenis heen een sterke rol gepeeld in het beteugelen van oorlogen en conflicten. Dat dit niet altijd werkt wordt niet ontkent zo zijn grensconflicten met India, Japan, de Filipijnen en Vietnam niet voorkomen en heeft China een aantal maritieme conflicten.

Mensenrechten

Wat vrijwel geheel buiten beschouwing blijft is de rol interne repressieve rol van China. De schrijvers zijn van mening dat als Washington de Chinese binnenlandse orde niet met rust laat het zeer moeilijk zal worden om een veilige en langdurige relatie op te bouwen. Bovendien is Chinese binnenlandse stabiliteit ook goed voor de Verenigde Staten. Hiermee wordt over dit deel van veiligheid heen gestapt. Je zou op zijn minst kunnen zoeken naar een manier om dergelijke zaken aan te kaarten in een kader waarbij het niet een deel is van het ondermijnen van het fundament van het Chinese bestel. Internationale gremia zijn daarvoor geschiktere plekken dan machtspolitieke middelen tussen staten of algemene handelsboycots. Eenrichtingsverkeer hoeft de kritiek niet te zijn. Er zijn ook misstanden in de Westerse politiek. Kishore Mahbubani probeert in Has China Won? ook binnenlandse zaken buiten de deur te houden, maar noemt om dit te onderstrepen ook de hete hangijzers in de Amerikaanse politiek om aan te geven dat ook die zijde zijn grote fouten kent. Zoeken

Simpele antwoorden zijn doorgaans gewenst, maar die zijn er meestal niet. Sterker nog het is juist goed een laag aan beschouwingen over de andere kant toe te voegen: probeer het probleem te begrijpen vanuit de optiek van je tegenstander. Diplomatie slaagt niet als zaken vastliggen tussen paaltjes die geslagen zijn op eigen terrein; het zoeken van mogelijkheden moet de boventoon voeren, niet doctrinaire overwegingen. De schrijvers hopen dat hun boek bij zal dragen aan het denken over Chinees-Amerikaanse scenario's en welke de situatie zullen verbeteren of verslechteren. Ze maken een onderscheid tussen conflictbeheersing en het oplossen ervan.
Mij lag het boek zwaar op de maag in tijden dat de diplomatie door de wapens, vernietiging van gebouwen en infrastructuur, mensenlevens (zowel soldaten als burgers), het zwijgen werd opgelegd. Laat dit niet de opmaat zijn naar een nog grotere strijd met nog meer slachtoffers in de wereld, want niet alleen sterven mensen in Oekraïne, maar door energie en voedselschaarste komen wereldwijd al mensen van honger en gebrek om. Dit had voorkomen kunnen worden als men zijn burcht op het plein of huis op de heuvel voor even had verlaten.

Tenslotte

Het boek beschrijft de relaties tussen de VS en China op het vlak van buitenlandse en militaire, maar ook economische relaties. Die zijn na het afronden van het boek zwaar verslechterd. Haviken in de VS, Europa, maar ook in China zijn zeer assertief en stoken het vuurtje op. Dat doet niets af van de centrale boodschap van het boek: streef naar vertrouwenwekkende maatregelen en diplomatie, afschrikking is een gevaarlijke strategie. Maar hoewel veel van de voorstellen ondenkbaar zijn geworden, zijn de uitgangspunten nog urgenter om uit de vastgelopen verhoudingen te komen. De wereld moet samenwerken om de grote problemen van deze tijd nog enigszins te lijf te gaan. Laten we de hoopvolle ontwikkelingen daarom niet uit het oog verliezen; hoe klein ook zoals

het wat verminderen van de spanningen. Het voorkomen van calamiteiten moet toch een sterke drijfveer voor de internationale verhoudingen zijn.

Op het NOS 8 uur journaal hoorde ik van Wouter Zwart dat er geen activisten meer zijn tijden de Eurosatory defensiebeurs. Ook het jeugdjournaal zond een item uit over de beurs waar wapens (Van Dale: voorwerp, werktuig om iemand aan te vallen, om zich te verdedigen ) én tanks (Van dale: zwaarbepantserde en zwaarbewapende gevechtswagen op rupsbanden) worden verkocht. Uit een soort verbazing en boosheid maak ik er een serie tweets over:
