Er zijn nogal wat berichten over de landen die gestopt zijn met het leveren van wapens aan landen die betrokken zijn bij de oorlog met Jemen. Het gaat dan vooral om Noorwegen en Duitsland. Duitsland is nog steeds prematuur, alleen al omdat de achterban van de SPD nog steeds zijn goedkeuring moet geven.

Bovendien worden niet de wapenleveranties gestopt, maar de verstrekking van nieuwe vergunningen. Dat betekent dat de al afgesloten vergunningen wel worden uitgevoerd. Duitsland is onder andere een van de landen die onderdelen levert voor de European Fighter Aircraft, een niet onbelangrijk wapensysteem bij de oorlog in Jemen.

Canadese leger voertuigen zijn niet ingezet bij mensenrechtenschendingen in Saoedi-Arabië zo las ik deze week veelvuldig. Project Ploughshares komt daartegen in verweer. Het gaat bij wapen leveranties om het uitsluiten van het risico dat wapens worden gebruikt, niet om bewijzen dat het is gebeurd.

Zelf zette ik een legale levering voor tanks van de VAE en Saoedi-Arabië op een rijtje. Het gaat om de communicatie aan boord van Amerikaanse Abrams tanks. Ook hier het gaat niet om regels, maar om feiten op het slagveld. De tanks worden gebruikt met Nederlandse technologie. Dat zou niet moeten kunnen.

Dit laatste zal aan de orde komen bij een debat rond Nederlandse wapenexporten waarom is gevraagd in verband met de levering van Nederlandse F-16's aan Jordanië. Ze zullen niet gebruikt worden tegen Jemen zo is beloofd staat in de antwoorden op Kamervragen. De F-16's van Jordanië worden boven Jemen slecht aan de zijlijn ingezet, zo probeert de Nederlandse regering de wakkere burger in slaap te wiegen.

Duitsland stopt pas als de huidige orders zijn opgedroogd. De Canadese regering stelt uitdrukkelijk dat al afgesloten contracten coute que coute doorgaan. Je zou anders je geloofwaardigheid verliezen. In Nederland wordt niet de geest van de wapenexport regels gevolgd, maar de letter om te kunnen verkopen wat moreel onverkoopbaar is.

Nog even dit: Afgelopen week werd in Singapore de F-35 gepusht als wapen voor de regio. Hebben de andere deelnemers in het project over deze exportpromotie iets te zeggen of wordt klakkeloos de VS gevolgd (die hebben niet echt een vlekkeloze wapenhandel-mensenrechten reputatie).
