Opvallend dat Le Point, een rechts van het midden economisch
tijdschrift uit Frankrijk, een een artikel publiceert over het gevaar dat
NGO's wapenexporten door het gebruik van morele argumenten effectief kunnen bestrijden. De maatschappelijke organisaties sluiten met die activiteit allereerst aan bij een beweging in
Europa die reageert op de oorlog tegen Jemen.
Een tweede beweging die
de Franse wapenindustrie dwarszit is het Maatschappelijk Verantwoord
Ondernemen. Als voorbeeld wordt o.a. het Noorse Petroleum Fonds
genoemd. Zo wordt financiering moeilijk. En alsof het MVO nog niet
genoeg is gaan de VS dwars liggen bij bijvoorbeeld de financiering
van Airbus exporten naar Iran en zijn de regels (o.a. rond corruptie)
veel te streng.
De overheid moet
financieel bijspringen volgens de onderzoekers Alexandre Papaemmanuel en Yann
Wendel (medewerker Airbus, maar wordt niet vermeld bij Le Point en ook niet in onderzoek) die hun
ideeën hebben gepubliceerd op de website van L’Hétairie
dat zich als doel stelt de ideeën van links te bestrijden.
Veel te klagen heeft die
Franse wapenindustrie niet. Ze is wat betreft exporten
inmiddels de derde in de wereld. In 2016 ging het om € 8,3 miljard
en de verwachtingen voor 2017 liggen nog hoger.
Het lijkt er wel op
alsof er voor het eerst maatschappelijke debat van enige omvang is
over het Franse wapenexportbeleid. Buitenlandse ontwikkelingen spelen
daarbij een grote rol. Le Point had zelf onlangs
nog een artikel over de wapenleveranties inverband met de oorlog in
Jemen. Het hier aangehaalde onderzoek is een rechtse reactie op dat
debat.
