Universities a pool of knowledge and personnel for defence production

The Dutch military turns to children as young as 15 years of age to attract new personnel to its ranks. The military industry is also interested in youngsters, to recruit new skilled labour for its research, development and production facilities. They are actively linking up with technical universities to find students to fulfill staff positions. The Dutch defence industry is not producing simple bullets and handguns but specializes in state of the art military technology. Such as naval vessels, fitted with guns from abroad but with Dutch fire control, sensors and combat data management systems.

Modern aircraft such as the F-35 (Joint Strike Fighter) are also equipped with Dutch technology. The Netherlands also develops nanotechnology, biometrics, information technology etc. as used in new weapon systems. Almost every Dutch university has a program which is connected to the military or to the defence industry. This text will focus on Thales Nederland and the technical universities.

Technical universities

Thales Nederland is one of the major Dutch military manufacturers and producing state-of-the-art hightec equipment of world class. It has its main establishment in Hengelo and is located close to the technology University Twente (UT). This institute was established in the early sixties as part of the Dutch industrial policy after the Second World War, and meant to educate a highly skilled labour force. In a recent publication Herman Hazewinkel, chair of the University Fund, writes that the establishing parties of the University Fund, like producers of military technology Thales (previously Hollandse Signaal Apparaten) and TenCate, had a forward looking attitude for that time. Not only did they they establish an educational institution, they also created an innovative base. That the U.S. elite forces – in the sense of most skilled military, not of behaviour – is using Dutch armour developed by TenCate, is a direct result of this.

In the same publication of the University Fund CEO Gerben Edelijn of Thales Nederland – a graduate of the TU on electrical engineering – writes on the most tangible project of his company with the TU. It is the T-Xchange, a joint venture focussing on capitalizing serious gaming as a body of knowledge. Apart from this, there are at least ten other programs of cooperation. Moreover, employees of Thales are actively involved in education and research at the TU. Thales needs the TU 'to fulfill its annual 100 apprenticeships and graduate positions,' in Hengelo, in the words of Edelijn. The company is actively looking for students and knowledge, of which many examples can be found on the TU Twente website.

The TU of Delft is well-known for its aircraft development. This old TU, already established in the 19th century, is a permanent supplier of students to Fort Worth, who work at the F-35 project. Thales is also present in Delft with a department for Research & Development on radar technology and radar systems (its military core business), with approximately 25 employees and working in close cooperation with the University. The company also has a Securtiy-Innovation lab (SI-lab) in Delft as part of the T-Xchange program. Until 2010 Thales Nederland, the TU Delft, the University of Amsterdam (UVA) and the Netherlands Organization for Applied Scientific Research (TNO) did run a common program on decision making processes as a key element of modern warfare. It was funded by the Dutch government (SenterNovem, grant number BSIK03024) and useable for civil applications – such as traffic lights – but also for military decision-making. The program brought together a range of institutes, government and defence industries.

The TU Eindhoven (TUE) is established in the late fifties as the second technical university (high school at the time) in the Netherlands. It is located near the former Philips factory and the - nowadays disappeared – car maker DAF. It was part of a plan tho create a technological centre in the southern part of the Netherlands. The plan has been successful: Around Eindhoven a so-called Brainport has been developed since. It includes big names such as ASML, and Fokker Landing Gear in Helmond which makes the tailhook for the F-35.
Thales has a small department in Eindhoven too, Thales Cryogenics (+/- 90 employees). This establishment is focussing on the development of cryogenic cooltechnics, used e.g. in image intensifiers for soldiers, but also useable in satellite technology. Recently Thales signed a Memorandum of Understanding with Safran to cooperate on the issue of future defence systems. The TUE provides knowledge input on armoured glass to reduce weight of vessels and vehicles and to improve protection against electromagnetic radiation, together with several companies (Dutch and French), TNO and the Ministry of Defence.

Opposition

Earlier this year the Japanese paper Yomiuri Shimbun reported a deep-rooted resistance among Japanese universities aiding military research. This resistance is a response to the policy of the Ministry of Defense, against a backdrop of growing sophistication in the use of technology in defence equipment and concerns that Japan will fall behind the rest of the world if it does not conduct research on cutting-edge technologies. The protest even reached the Wall Street Journal.

In the past, all TU's in the Netherlands also had groups discussing the ethics of military production. Hardly any of these groups is still active. Connected to the Delft University, there is a number of organizations which are actively discussing ethics, sustainable development, the positive use of technology, and crisis response. But the issue of developing weapon has disappeared from the debate agenda. The Peace Centre of the TUE was a major institute to discuss military engineering, the military and conflict. But the last symposium of the PC was in 2014, its last publication, officially published three time a year, appeared in 2013. There is still the Peace Research Foundation. Although covering a broad area of peace research, views on arms trade and military production are limited to new juridical regulation like the Arms Trade Treaty. They also do not deal with the Military Industrial Complex (MIC) of which universities are a part. Polemologist Leon Wecke noticed in 2009 that the MIC is seldom mentioned in scientific circles. It is high time that arms production, R&D, acquisitions, and arms trade control are brought back into the heart of peace research.

SDI: weet je nog?

In 1988 is de zogenaamde Strategic Defense Initiative Organisation (SDIO) opgericht. SDI het is een afkorting uit lang vervlogen tijden. Star Wars werd het door de vredesbeweging genoemd en het was een plan van Ronald Reagan en de zijnen om een geldverslindend project op te zetten om in de ruimte oorlog te kunnen voeren.

SDIO bestaat nog steeds. Sterker nog het komt van drie tot zes september bij elkaar om te confereren over Ballistic Missile Defence. Want zo heet Star Wars twintig jaar later. De bijeenkomst zal plaats vinden in Maastricht. Boeing steunt de organisatoren, met wat is onduidelijk, maar de luchtvaartreus zal wel voor de kosten opdraaien, want we zijn er op de wereld voor mekaar, zo helpen wij elkaar. Zo gaat dat tussen militairen, industrie en politiek. In het verleden noemde we dat Militair Industrieel Complex, maar dat klinkt zo jaren zeventig. Het programma is dan wel samengesteld door de grootste wapenfabrikanten in de wereld, terzijde gestaan door ambtenaren van de ministeries van Defensie van Australië, Duitsland, Frankrijk, Israël, Italië, Japan, Nederland en het Verenigd Koninkrijk en een Nederlandse luchtmacht officier, maar MIK, met een K is uit de tijd en met een C ook. Het is gewoon een vakbeurs voor raketschilddeskundigen met verschillende achtergrondsdiciplines. De Nederlandse Inschakeling Industriële Defensieopdrachten (de engeltalige naam bekt net iets gemakkelijker: Netherlands Defence Materiel Organisation) is gastheer van het evenement.

Als defense met een S wordt geschreven is het Amerikaans en dat is deze multinational Ballistic Missile Conference in het Maastrichtse MECC zeker ook. Dat blijkt alleen al uit de opzet van de veiligheidsmaatregelen. Wel een op het internet vindbare uitnodigingsbrochure, maar verder moet alles zoveel mogelijk stiekem. Uit de uitnodiging: “Non-US delegates must demonstrate national authority/support to gain access to the conference through the U.S. foreign visit request process described in this brochure. Persons will not be allowed to participate in the restricted elements of the conference if they do NOT have clear national endorsement of their individual authority to receive U.S. SECRET information or its national equivalent, including NATO SECRET.” *

Wat mogen deze uit een James Bond film weggelopen bezoekers dan in Maastricht doen? Ze mogen oorlogje spelen op een simulator. Je eigen effectieve verdediging opzetten door het gebruik maken van wapens op zee en land. “Assisted by experienced wargame engineers, you’ll fight the simulated ballistic missile battle as either a firing unit commander or as a higher headquarters commander controlling the units assigned to you.” Een ‘jongensdroom’ gaat in vervulling. Koude Oorlogje spelen aan de voet van de Sint Pieter, wow! Daarnaast heel veel, echt heel veel en zware werkgroepen, over bijvoorbeeld ‘Rocket Motors Burning Gelled Popellants for BMD Interceptor Kill Vehicles’.

In de trein waar ik dit conferentieprogramma las nam ik ook het Nederlandse blad Armex; ‘op de bres voor de KL [Koninklijke Landmacht]’ door. Ook hier raketschildberichten. Nederland heeft nog geen kill vehicle, maar wel de modernste Patriot raketten en zeer goede volgradar van een Hengeloos bedrijf en die zouden samen als onderdeel van het raketschild ingezet kunnen worden, aldus dit Defensieblad.

Iedereen dacht dat de tweederangs cowboyfilmheld helemaal gek was, maar Reagan koos uiteindelijk voor een vlucht naar Reykjavik en sprak met Gorbatsjov over kernontwapening. De dooi in de Koude Oorlog begon eventjes. Hoe we de helden van de nieuwe Koude Oorlog zover krijgen ik weet het nog niet. Dat het belangrijk is om deze congsi tussen het MIC uit de VS en Europa aan te pakken lijkt me evident. Wie de oplossing heeft: wint een Senseo koffiezetapparaat.

Defensie Industrie Strategie

Jawel, hij is er: een heuse Nederlandse ‘Defensie Industrie Strategie (DIS)’. Dat schreef ik al weer twee jaar geleden. Het is een document van omvang. Nederland loopt daarmee voorop in Europa en behoort ogenschijnlijk tot de grote defensie landen, die ook een dergelijk document publiceren. Niet alleen stuurt onze overheid troepen naar Zuid-Azië, om daar aan onze veiligheid hier te werken, maar ze gaat ook structuur brengen in de productie en verkoop van wapens.

Een leger zonder wapenindustrie, is als een mens aan een infuus, als het weggehaald wordt ben je verloren, zo spreekt uit het document. De DIS straalt ook realisme uit. Nederland zal niet op eigen houtje gaan opereren. Europese samenwerking wordt daarom herhaaldelijk genoemd, maar iedereen die kijkt naar de belangrijke wapenaankopen door de Nederlandse krijgsmacht zal dat niet al te serieus nemen. Een groot deel is immers van Amerikaanse makelij en dáár ligt dan ook een belangrijk deel van de samenwerking; de JSF is het meest in het oog springende voorbeeld.

Ik hoorde al verschillende mensen zeggen dat het DIS niet veel nieuws bevat. Het DIS is echter een bundeling van feiten, subsidiemogelijkheden, visies en propaganda binnen één kaft, waarbij Defensie het voortouw heeft, die moet leiden tot meer geld voor de wapenindustrie en een gerichter beleid, waarbij zoveel mogelijk problemen vakkundig weggewerkt zijn. Deze nieuwe tekst heeft de bedoeling dat aan een eigen Oranje-blanje-bleu wapenindustrie wordt gewerkt.

De stichting Nederlandse Industrie voor Defensie en Veiligheid (NIVD) kan in grote mate instemmen met het document. “De strategische visie van de overheid op de defensiegerelateerde industrie is gebaseerd op een goede analyse, bevat goede intenties, maar mist nog duidelijke invulling.” Die invulling zijn aanbestedingen en geld, dat blijkt ook wel uit dezelfde reactie: “De NIID pleit voor vervolgstappen in de vorm van concrete programma’s en projecten met bijbehorende financiële inspanningen.” De NIVD bundelt ruim 200 bedrijven die producten voor de militaire markt maken. De stichting is een directe gesprekpartner van de overheid.

Dat het DIS niet het zoveelste rapportje was, maar een serieus beleidsstuk blijkt er ook uit dat het nadrukkelijk terug komt in de belangrijkste documenten van het ministerie van Defensie van jaar 2007: ‘Wereldwijd Dienstbaar’, waarin Middelkoop, de visie van de regering op het gebied van de krijgsmacht uiteen zet en de Defensiebegroting. Beide bevatten ronkende teksten die uitdragen dat Nederland meedoet aan expeditionaire operaties wereldwijd in het hoge geweldspectrum. In dat kader moeten we ook de DIS zien. Ook de Defensiebegroting van 2009 bevat de DIS een aantal malen: “Verder worden in het kader van de Defensie Industrie Strategie maatregelen genomen met als doel bij te dragen aan de versterking van de internationale positie van de Nederlandse defensiegerelateerde industrie.”

Nog belangrijker is dat het NIDV vrijwel onmiddelijk zijn zin kreeg en dat in een viertal aanvullingen op de Strategie concrete maatregelen en te subsidiëren onderzoeksprojecten worden benoemd. “De in deze brief beschreven activiteiten op het gebied van de prioritaire technologiegebieden, het launching customership en de instandhouding van materieel kunnen worden gezien als een eerste aanzet voor de verdere uitwerking van de DIS. Deze uitwerking zal dan ook worden voortgezet,” heet het daarin zo mooi. Van de DIS zijn we voorlopig nog niet af.
