No problem with arms sales to Qatar?

At the closing ceremonies of the DIMDEX Arms Fair Qatar announced arms acquisitions valued at €17 billion ($23 bn.).  This is more than twice the total Dutch annual military budget. Amongst others, the deal includes attack helicopters, guided missiles, tanker planes and naval vessels. Different segments of the orders have a Dutch component. The arms race on the Arabian peninsular has a new player.

Qatar is providing political support and weapons to islamists in several internal conflicts in the Middle East, such as in Egypt, Libya, Syria and Yemen. Its support for the Muslim Brotherhood and Al Nusra in Syria has recently created a rift in the Gulf Cooperation Council.

But because of its missile defence capabilities close to Iran, the presence of a US-UK air force base and its rejection of Iran's influence in the region, Qatar is a partner of the West. The arms acquisition plans of the Emirate are part of the military ambitions of the Gulf State to become a stronger player in the Arabian world, on par with its growing soft power influence. Qatar is also the country where Al Jazeera is based.

Amongst others, Qatar wants to buy 22 NH-90 military helicopters from the NH Industries division of European aerospace group Airbus (formerly EADS), worth €2 billion. The Airbus' head offices are located in the Netherlands for tax reasons, but although the Netherlands provides its tax heaven facilities, it has no obligations to control the companies' arms export policies. A win-win situation for Airbus and the Dutch State treasury. Dutch aircraft company Stork Fokker is participating for 5.5% in NH Industries and thus will profit considerably from the Qatar deal.

Another part of the deal is the sale of over €1.5 billion in Patriot missile defence system equipment made by Raytheon and Lockheed Martin. Dutch Fokker Aerostructures “is one of the suppliers for materials of the Lockheed Martin (LMMFC) – PAC-3-program, which is a military program.”

The deal also shows the growing footprint of Dutch shipbuilder Damen in Qatar. At DIMDEX Nakilat Damen Shipyards Qatar signed two Memoranda of Understanding (MoU) with the Qatar Armed Forces to build seven military vessels. “The vessels are highly sophisticated state-of-the-art naval ships based on proven designs providing unparalleled seaworthiness. (...) A large Integrated Logistic Support package is also mentioned in the MoUs” according to the Damen website. NDSQ is a joint venture between Nakilat and Dutch shipbuilder. The Dutch extreme islamophobic political party PVV asked Parliamentary questions on the deal. According to Minister for Trade and Development Ploumen, the deal is in line with Dutch export policies.

All Dutch and international arms control codes, regulations and treaties of the past forty years included regional security, regions of tension and human rights as criteria to measure and refuse arms sales. It seems Qatar is a highly qualified applicant for all three of them. Moreover, because Qatar is notorious for selling its arms to other conflict regions, at least the question has to answered how the end use of the exported equipment will be monitored. According to minister Ploumen:  “When transfers of knowledge take place the Dutch arms export policy offers enough guaranties against undesired effects.” In the case of Qatar, a more concrete and detailed description of these guarantees is no luxury.

Nederlandse wapenleveranties aan Qatar

Afgelopen vrijdag beantwoorde Minister voor Buitenlandse Handel en Ontwikkelingssamenwerking Ploumen Kamervragen van PVV-kamerlid De Roon over de bouw van zeven oorlogsschepen in Qatar door scheepsbouwer Nakilat Damen Shipyards Qatar (NDSQ). NDSQ is een joint venture tussen Nakilat en Nederlandse scheepsbouwer Damen.

Ploumen belooft dat exporten van Nederlandse kennis zullen worden getoetst aan het wapenexportbeleid. De samenwerking bij de bouw van de schepen staat echter niet op zichzelf als het gaat om Nederlandse wapenleveranties die onderdeel zijn van de onvangrijke wapenaankopen die Qatar onlangs bekend maakte.

Bij de sluitingsceremonie van de DIMDEX Arms Fair kondigde het emiraat orders aan ter waarde van € 17 miljard ($ 23 miljard). Dit is meer dan twee keer zoveel het hele Nederlandse defensiebudget. De plannen betreffen gevechtshelikopters, geleide projectielen, tanker vliegtuigen en marineschepen. Het is duidelijk dat de wapenwedloop op het Arabisch schiereiland er een speler bij heeft.

De diplomatieke beleid van Qatar is berucht, vooral omdat het land politieke steun geeft en wapens levert aan islamisten in de conflictgebieden van het Midden-Oosten, zoals Egypte, Libië, Syrië, en Jemen. De steun voor de Moslimbroederschap in Egypte en Al Nusra in Syrië leiden onlangs zelfs tot een breuk in de Gulf Cooperation Council (GCC).

Qatar is om verschillende redenen een partner van het Westen: het land biedt mogelijkheden voor raketverdediging dicht bij Iran, er is een Amerikaans-Britse luchtmachtbasis en tenslotte is het actief bij het tegengaan van de Iraanse invloed in de regio. Qatar is ook het land waar Al Jazeera zetelt. De wapenaankopen door het Emiraat laat de militaire ambities van de Golfstaat zien om een ​​sterkere speler in de Arabische wereld te worden. Ze wil de militaire kracht paren aan de groeiende zachte macht.

Qatar wil bijvoorbeeld 22 NH - 90 militaire helikopters kopen. Deze worden gemaakt door NHIndustries divisie van de Europese groep ruimtevaart Airbus (voorheen EADS). Deze aankoop is € 2 miljard waard en heeft een paar connecties met Nederland:

De eerste link bestaat vanwege het feit dat de Airbus hoofdkantoren om fiscale redenen zijn gevestigd in Nederland. Hoewel Nederland tegen geringe kosten belastingparadijsvoorzieningen aanbiedt, is het op geen enkele manier in staat de bedrijfsactiviteiten te controleren op grond van wapenexportregels. Dat is een win-winsituatie voor Airbus en de Nederlandse staatskas.

Ten tweede is de bouwer van vliegtuigonderdelen Stork Fokker voor 5,5 % aandeelhouder in NHIndustries en de baten uit de deal zijn zullen dan ook aanzienlijke zijn.

Een ander deel van de mega-wapenaankopen door Qatar is aankoop van Patriot raketafweersysteem apparatuur die wordt gemaakt door de Amerikaanse defensiegiganten Raytheon en Lockheed Martin ter waarde van € 1,5 miljard. De volgende deal is onderdeel van de groeiende aanwezigheid van de Nederlandse scheepsbouwer Damen in Qatar. Het is de deal waar de PVV zich druk over maakte. Op DIMDEX ondertekende NDSQ twee Memoranda of Understanding ( MoU ) met de strijdkrachten van Qatar strijdkrachten voor de levering van zeven militaire vaartuigen. "De schepen zijn zeer geavanceerde state-of- the-art marineschepen en worden gebouwd op basis van ontwerpen die hun waarde hebben bewezen. De schepen leveren een ongeëvenaarde zeewaardigheid," zo valt te lezen op de website van Damen.

Alle Nederlandse en internationale wapenbeheersing codes, regels en verdragen van de afgelopen veertig jaar opgenomen regionale veiligheid , gebieden van spanning en mensenrechtencriteria om wapenverkoop te meten. Het lijkt erop dat Qatar een goede kandidaat is om te voldoen aan die zorgen. Toch wordt het een grote klant voor de Nederlandse wapenindustrie. Aangezien Qatar een flinke status heeft opgebouwd als leverancier van wapens aan conflictgebieden moet in ieder geval de vraag worden beantwoorden hoe het eindgebruik van de wapens waaraan Nederland een bijdrage levert wordt bewaakt. Het antwoord van Minister Ploumen: “Daar waar kennisoverdracht plaatsvindt biedt het Nederlandse wapenexportbeleid afdoende garantie tegen ongewenste resultaten,” mag wel in het geval van Qatar wel iets concreter worden ingevuld.
