F-16's naar Jordanië

De eerste zes F-16's zijn weg (zie ook tweet) naar Jordanië. Dat is een land dat onderdeel is van de Saoedische coalitie tegen Jemen. Jordanië zet daarbij F-16 in.

Een Jordaanse luchtmacht generaal vertelde in november 2015 een Nederlandse journalist dat vier F-16's werden ingezet voor de strijd in Jemen. Maar ook in januari 2017 zijn ze nog ingezet aldus Parstoday dat een aanval op een Jordaanse F-16 beschrijft. Volgens de Nederlandse regering (opent pdf, zie ook week 42) gaat het slechts om een ondersteunende rol.

Nederland heeft bovendien een afspraak gemaakt met Jordanië dat de geleverde exemplaren niet zullen worden ingezet in de strijd boven Jemen. Maar wat betekent zo'n afspraak?

Een garantie van welke regering dan ook is waardeloos,” zegt de Britse minister van Materieelbeleid onder de Britse premier Thatcher, Alan Clark, begin jaren negentig al tegen journalist John Pilger. Eerder deze maand citeerde Defense News (een onafhankelijk, maar aan het Pentagon gelieerd weekblad) Rachel Stohl van het Stimson Center “... als je wapens geeft aan een land of organisatie, dan kan je niet meer controleren hoe ze gebruikt worden.”  

“Hoewel een dergelijke clausule als onderdeel van de wapenexportregeling opnemen naïef is, biedt ze wel handvatten om achteraf gefundeerde kritiek te leveren op de inzet voor oneigenlijke doelen en dat mee te wegen in de verstrekking van latere exportvergunningen,” schreef ik in 2003 in Explosieve Materie; Nederlandse wapenhandel blootgelegd. Om die controle vorm te geven is het van belang dat het publiek of tenminste Parlementariërs – vertrouwelijk indien onvermijdelijk – kennis kunnen nemen van dergelijke afspraken.

Als Jordanië zo'n kleine tachtig F-16's bezit en 15 mogen er niet worden ingezet boven Jemen dan kan het dat met passen en meten de Nederlandse F-16's inzetten voor taken die wel mogen en zijn de andere F-16's vrij om mee te doen met Saoedi's en Emiraten. Wat voor afspraken zijn er eigenlijk voor eerder door Nederland geleverde F-16's gemaakt? En hoe zit het de negen geleverd door België?

Dutch surplus arms to Jordan

The Dutch government should reconsider its arms export policy to Jordan seen the recent scandals and developments in the region. It should also provide more detailed information on its surplus sales in general, so a more elaborate opinion can be formed by MPs and civil society.

Over the past years a constant flow of information has been published by the international media on Western arms in the hands of IS and other terrorist groups in Syria and Iraq. The most remarkable recent example was a story investigated by the New York Times and Al Jazeera on a large volume of arms and ammunition sent by the CIA to Jordan for Syrian fighters. The weapons were stolen by Jordanian intelligence operatives and sold to arms merchants on the black market.

At a subsequent NYT-blog it was stated that: “Sceptics of American efforts to arm anti-government rebels in Syria have long worried that weapons could be diverted to opposing forces or terrorists. But they did not expect diversion by members of Jordan’s vaunted intelligence service, which was working with the United States to train the rebels. Revelations, by The Times and Al Jazeera, of just such theft have shown how even a supposedly stalwart ally can undermine American interests and aid its enemies.” Sarah Leah Whitson, Human Rights Watch, Executive Director, Middle East and North Africa Division sighed in a tweet:Seen this movie a 1000 times.

The theft surfaced because the officers bragged about it and showed iPhones, SUV's and other luxuries bought with the illegal earnings. Even after it became known to the Jordan government it was not ended directly, but only a few months ago when the US and Saudi Arabia started to complain about the dangerous malversations.

Jordan is seen as an island of stability in the region and strongly connected to the West. Even its Muslim Brothers are only a moderate nuisance. But others argue stability is not a guarantee. Corruption in the elites is one of the more prominent political issues. Even more so because revenues of the fraud are not drippling down. Ludo de Brabander argues in his last book 'Oorlog zonder grenzen' that loyalty is also low because of the Jordanian government support for US policies in the region. He cites polls to underline his position, like the one of the PewResearchCenter in Washington D.C. It fits into the following worry “Jordan's deepening involvement in Syria—including reports that it is permitting Israeli drone flights over its territory and welcoming deployments of U.S. troops—could feed protests, too.” The hesitance to participate in the war with its neighbours was large for this reason .

Jordan is a close ally for the Netherlands. In the past years it received large quantities of surplus arms (see table above). Then Minister of Foreign Affairs, the current European Union commissioner Frans Timmermans, was quite relaxed on the sale, because of the air warfare aspect of most of the delivered arms, such as the Cheetah. He said: I do not worry too much about the offensive capabilities of this weapon system.” Ignoring the fact that the weapon is also armed with anti-tank (AT) rounds and that weapons seem to be creatively used in the wars in Syria and Iraq; AT weapons of a wide variety are used (for a list of weapons used by Syrian fighters see: https://en.wikipedia.org/wiki/List_of_military_equipment_used_by_Syrian_opposition_forces.) And to get rid of this laconically attitude a youtube video shows the weapon being used against ground targets.



The Dutch government voiced some concerns on Jordan in connection with the sale of military equipment like trucks, air defence and fighter aircraft. The government wrote in a series of letters (see table above) that the Human Rights situation is better as in most countries of the region, but situation of prisoners isn't good, rights of Palestine refugees are violated as is the freedom of press, opinion and gathering. The death penalty was introduced in December 2014 after a moratorium of eight years and 113 people are now on death row. But these facts were not decisive in granting the export license.

The Jordanian armed forces are not connected to those violations. And despite the regional problems and the influx of large quantities of refugees Jordan is relatively stable and part of the coalition against ISIS. The probability the trucks will be used against the population are minimal (thus not zero, MB). The F-16's and armoured vehicles can not be used against the population, according to the government in The Hague.

This denies the use of fighter aircraft in quelling large civil uprisings, like in the Palestine Territories and Kurdistan. Recently fighter aircraft have been used in the War in Yemen committing war crimes (Jordan participated with F-16's in the Saudi-led mission) . It also shows that nothing is learned from the recent Dutch ill-informed sales to countries in the region using Dutch armoured vehicles against civilians in streets of Cairo and Bahrain. Armoured vehicles are the weapon of choice in this kind of situations.

More specific information should be published to the Parliament in the future, such as which types are exported, with what kind of primary and secondary armaments aboard. YPR is a very vague description of a wide ranging family of armoured vehicles. Are they equipped with machine guns, small or middles seized cannons? This kind of information is essential to have an balanced opinion on the sales.

But seen the situation in the region and the wide dispersed sympathy for Islamist groups and antipathy for the sitting powers in the intelligence, security and military circles the diversion or illegal sale of armaments can not be excluded and sales of today will boomerang tomorrow. They already do. The Jordanian air force is pampered and equipped at the expense of other services, like intelligence. Herewith the loyalty will also erode and thus stability in the country based largely on the Jordanian General Intelligence Directorate (GID).

Sales add fuel to the chain of conflicts in the Near and Middle East. The report of the New York Times and Al Jazeera give a kind of peep review of what may lay ahead of us. No time for lacony on the side of the Dutch government when it wants to sell its obsolete weapons abroad.

Wapenexport in de échte wereld

Wapenhandel maakt grotendeels onderdeel uit van de buitenlandse politiek en dient machtsbelangen. Dat maakte het recente Kamerdebat over de wapenexport weer eens duidelijk.

Vlak voor het kerstreces vond in de Tweede Kamer het jaarlijkse wapenexportdebat over het jaar 2013 plaats. Hoewel het de bedoeling is dat tijdens deze debatten een evaluatie van de individuele wapenexportvergunningen plaatsvindt, werden deze dit keer niet op de agenda vermeld. Met als resultaat dat een aantal dubieuze leveringen niet werd besproken.

Denk bijvoorbeeld aan optische instrumenten, onderdelen voor pantservoertuigen, vliegtuigen en marineschepen voor Israël, onderdelen voor pantservoertuigen voor Colombia, aanvalsgeweren voor Ecuador, mortiertechnologie voor Ethiopië, enz. Minister Koenders van Buitenlandse Zaken maakte gedurende het Kamerdebat duidelijk dat wapenexportvergunningen individueel worden gecontroleerd, maar dat een bondgenoot tijdens de overwegingen wel anders wordt behandeld bij het checken van de exportregels. Een ‘dilemma’ noemde hij dat.

Saoedi-Arabië

Het land waar Koenders specifiek op doelde is Saoedi-Arabië, wereldwijd de grootste koper van Europese wapens in 2012 (het meest recente jaar waarvan EU-cijfers voorhanden zijn). Vanuit Nederland ontving Saoedi-Arabië onderdelen voor militaire simulatie-apparatuur, een doelzoekradar en onderdelen voor Typhoon en F-15 Eagle gevechtsvliegtuigen. Dit was nog voordat de Saoedi’s zich verbonden met de militaire operaties tegen ISIS waar ook Nederland aan deelneemt.

Saoedi-Arabië faalt op alle gronden van de exportregels. Het nam bijvoorbeeld deel aan de interventie in Banrein tegen de opstand van de shi’itische bevolking, het voert publiek de doodstraf uit middels het afhakken van hoofden voor misdaden als hekserij, het financiert salafisten in een regio die loopt van Mali tot Bangladesh (vaak met dodelijk geweld als gevolg), het versterkt het conflict met Iran en aangenomen wordt dat het islamieten in het Iraaks/Syrische conflict bewapent.
Daarentegen is het Arabische koninkrijk rijk aan olie en biedt het ruimte aan westerse militaire bases, zelfs nog nadat de VS zich in 2003 grotendeels terugtrok. Nu is het bovendien een bondgenoot in het bestrijden van de Islamitische Staat (IS/ISIS). Voor bondgenoten lijkt de regel ‘geen export naar landen met een slecht mensenrechtenbeleid’ van minder belang te zijn waardoor het risico bestaat dat conflicten worden verlengd. Het illustreert hoe de wapenexportpolitiek onderdeel uitmaakt van machtspolitiek.

Nigeria

Het is niet moeilijk om meer voorbeelden van samenhang tussen machtspolitiek en wapenverkoop te vinden. De Poolse overheid besloot onlangs om duizend aanvalsgeweren van het type Beryl te verkopen aan de Nigeriaanse politie. De geweren worden geproduceerd door Fabryka Broni Lucznik, dat onderdeel uitmaakt van de door de overheid gedreven Polish Armaments Group. Het bedrijf verwacht volgend jaar nog eens 5.000 geweren te kunnen leveren en hoopt dat deze verkoop leidt tot interesse elders.

Om het voorzichtig te stellen: er bestaat enige wrijving tussen mensenrechten en betreffende verkoop. Marteling is de normale gang van zaken bij de Nigeriaanse veiligheidsdiensten om inlichtingen te verkrijgen van verdachten. Over het algemeen is er sprake van een gebrek aan respect voor mensenrechten binnen de Nigeriaanse krijgsmacht en politie.



In de Nigeriaanse Premium Times werd het onlangs als volgt gesteld: ‘De Nigeriaanse politiemacht is niet bereid om de gevaarlijke toga af te leggen die het door de jaren heen verkreeg als repressief instituut, vergelijkbaar met het leger van het Irak onder Saddam Hussein.’

Maar hulp is onderweg. Nigeria en de Europese Unie breiden hun samenwerking uit om de terreur van de islamitische organisatie Boko Haram te beëindigen. De EU richt zich daarbij op mensenrechten en op het steunen van trainingen om de samenwerking tussen militairen en civiele organisaties te verbeteren.

Om te beginnen ontkrachtte de Nigeriaanse president Jonathan de zorgen. Mensenrechtenschendingen vinden in zijn land weliswaar plaats maar worden over het algemeen overdreven, zo stelde hij geheel in lijn met lessen die de Britse komiek Mark Thomas destijds gaf aan dictators op de Defendory wapenbeurs in 1999. Misken structurele wanddaden, zei Thomas tegen deze schurken, maar geef een beetje marteling toe. Dat is wat de publieke opinie zal accepteren.


Het bagatelliseren van de schendingen door de Nigeriaanse president is belangrijk omdat ze in de weg zal staan van verbeteringen die hard nodig zijn. De Poolse regering lijkt echter al te anticiperen op deze verbeteringen en gaf het groene licht voor een grote wapenexport. Of is dit een keuze tussen twee kwaden? Dan spelen hier alweer andere dan wapenexportregels de hoofdrol.

Dubbele maat

Het negeren van exportregels kan ook de andere kant op werken. Het Franse besluit om geen helikopter-vliegdekschepen van het type Mistral aan Rusland te leveren, kwam niet voort uit een verplichting binnen de EU-wapenexportregels, aldus de Nederlandse bewindsman Koenders. Het contract was immers afgesloten voordat het wapenembargo tegen Rusland van kracht was. Daarnaast was er geen enkele EU-verplichting (sommigen denken daar duidelijk anders over).

De Franse verkoop paste echter niet binnen de dominante politiek van de Europese Unie ten opzichte van Rusland. De druk op Parijs werd groter en groter en het Elysée haalde bakzeil. Minister van Defensie Le Drian verklaarde dat eerst aan de voorwaarden voor een wapenstilstand moest worden voldaan, voordat de levering van het vliegdekschip door kan gaan.

Koenders beschouwt het Franse besluit vanwege het falen van de wapenstilstand als een nieuw en positief criterium dat buiten de EU wapenexportregels valt en op maat lijkt te zijn gemaakt voor deze specifieke zaak. Nadat de minister tegelijkertijd werd geattendeerd op leveringen van wapens door Litouwen aan Oekraïne, oordeelde de minister deze als zijnde legitiem omdat de Oekraïne onder Russische druk staat.

Het gaat er niet om de Russische en Oekraïense situatie te vergelijken, maar het lijkt erop alsof het risico om gewapend geweld te veroorzaken of een bestaand gewapend conflict te verlengen niet op lijkt te gaan binnen de EU-politiek. Het geeft wederom aan dat de EU-wapenexportcriteria worden ingezet op grond van wie bondgenoot is en wie niet. Wapenhandel maakt grotendeels onderdeel uit van de buitenlandse politiek en dient machtsbelangen.

Het lijkt wel wapenbeursseizoen

Afgelopen week gingen vredesactvisten en solidariteitsactivisten met Palestina in Rotterdam protesteren tegen het jaarlijkse symposium van de Nederlandse Inschakeling Defensie en Veiligheid (NIVD). Dit jaarlijkse feestje gaat samen met een exhibition, het newspeak woord voor een wapenbeurs. Kort voor het symposium, vertelde woordvoerder van de NIVD, Mat Herben, de pers dat een van de deelnemende bedrijven, het Israëlische Elbit, een raketsysteem niet zou tentoonstellen, vanwege angst voor de protesten. Dus voordat de spandoeken uitgerold werden, was de actie al succesvol, en kreeg mede daarom veel media aandacht. Gelijkertijd werden er wel een aantal gevechtsvliegtuigencontracten gesloten, voor de F-16 and F-35 (Joint Strike Fighter).

Op 1 december zal de wapenbeurs IDEAS2014 openen in Karachi, Pakistan. Vele top militairen en VIP's zullen aanwezig zijn. De organisatie verzekerde dat alle noodzakelijke veiligheidsmaatregelen zijn genomen om een veilige omgeving te creëren voor de meer dan 200 bedrijven uit 23 landen, en meer dan tachtig afgevaardigden uit zo'n vijfenveertig landen. Het is de moeite waard, want zoals de Pakistan Observer stelt, de uitbundige militaire bestedingen van India “betekent ook een zware uitdaging aan de buurlanden.” Kortom wat een Zuid-Aziatische wapenwedloop genoemd kan worden is reden om zelfs meer wapens te verkopen.

De Nederlanders bereiden een tripje voor naar de IDEX wapenbeurs in Abu Dhabi. In februari 2015 organiseren de NIVD en de Netherlands Aerospace Group (NAG) dit in samenwerking met de ministerie van Buitenlandse Zaken, Economie en Defensie. Minister van Defensie Jeanine Hennis-Plasschaert zal persoonlijk het hoofd van de delegatie zijn. De Nederlandse deelname aan IDEX zal zich voornamelijk richten op marine technologie, maar er is meer. (Zie de IDEX website voor het meest actuele overzicht van deelnemers.) De Nederlandse stands staan tussen die van Rusland en Turkije in. Het Midden-Oosten is de regio met de hoogste militaire uitgaven na de NAVO-landen en Oost-Azië. Voor wapensmeden is het absoluut de plaats om heem te gaan.

Dichter bij huis is een volgende mogelijkheid om verkopen en winsten op te vijzelen. Van 3 tot 5 juni gaat het wapen-industriecircus naar Rotterdam voor de Underwater Defence Technology (UDT) beurs. Onderzeeërs, torpedo's en sonar, het hele scala onderwater moordenaars zal er aanwezig zijn. Sommige onderzeeërs zijn of worden bewapend met nucleaire wapens, zoals die van Frankrijk, Verenigd Koninkrijk, VS en Israël. De laatste keer dat UDT zijn tenten in Nederland opsloeg was in 2005 in Amsterdam. Bedrijven zoals Lockheed, Martin, Airbus (EADS), Thales, Raytheon, British Aerospace en Finmechanica waren aanwezig. Samen namen ze destijds eenderde van de wereldwijde wapenverkopen voor hun rekening. De 2005 UDT-wapenbeurs stuitte op stevige protesten en was enkele uren effectief geblokkeerd. De burgemeester van Amsterdam, Job Cohen, stelde dat hij de beurs niet kon sluiten, maar hij was er ook niet blij mee. De Socialistische Partij protesteerde de tentoonstelling van bommen.
In 2014 stelde de Rotterdamse partijen NIDA en SP voor om wapenbeurzen uit de stad te weren. Burgemeester Aboutaleb wil dat er binnen de gemeenteraad een debat wordt gevoerd rond de wenselijkheid van wapenbeurzen in de stad. Dit als reactie tegen de NIDV-beurs.

Het stoppen van wapenbeurzen heeft een geschiedenis. De International Training and Exhibition Conference (ITEC) bijvoorbeeld kreeg eind jaren negentig te maken met protesten van leden van de Haagse gemeenteraad. In 1999 bezochten ze de beurs (samen met een vertegenwoordiger van ITEC mocht ik vertellen wat er te zien was). ITEC ontmoette daarna overal protesten, in Amsterdam, Den Haag en Keulen. Volgend jaar wordt de beurs georganiseerd in Praag. Franciscaanse demonstranten, die ITEC door heel Europa volgen, mochten een volgende overwinning incasseren. De gemeenteraad van Keulen verklaarde dat het met drie maal ITEC faciliteren in de Kölner Messe genoeg was geweest!

Het is wapenbeursseizoen. Het protesteren tegen wapenbeurzen kan de mode worden deze winter en voorjaar.

Je vroeg je af of wapenexportbeleid in Nederland wel een item is. Aangezien ik toch een blog voor Konfrontatie moest schrijven, nam ik me voor om te proberen een weekdagboekje te schrijven over wapenhandel met een Nederlands tintje. De voorgaande week eindigde ermee dat het Wapenexportdebat in de Tweede Kamer over 2013 uitgesteld is. Misschien is dat maar goed ook, want de feiten zijn nog niet eens gepubliceerd. Het lijkt wel alsof juist de ambtenaren die controle mogelijk moeten maken door de Regering worden afgeslankt en -gedankt. Ze kunnen hun werk in ieder geval niet aan. Je kan je afvragen of een debat zonder beloofde gegevens wel zin heeft.

Zaterdag 27 en zondag 28: de Volkskrant bericht over korruptie bij de aanschaf van politiewapens. De voormalig Amerikaanse wapenhandelaar Richard Bistrong zegt: “... of het nu om Afrikanen ging, of om Nederlanders, dat deed er niet toe.” Technisch Bureau H.A. Muller B.V. wordt genoemd als een Nederlands contact. In de jaren negentig las ik veel schietsportblaadjes. Er waren maar twee Nederlandse wapenhandelaren die me daarin opvielen. De eerste was Fred van Yperen, voormalig politieman en eigenaar van J.F.Y. uit Maarssen/Loenersloot. In de jaren negentig ontving hij bijvoorbeeld een partijtje aanvalsgeweren, waarvan niemand het fijne wist. Fred is inmiddels naar Oost-Groningen verhuisd en overgestapt op de handel in sportartikelen en motor- en fietsonderdelen. De andere was Technisch Bureau Muller uit Arnhem dat nu door de Volkskrant is beschreven.

Een andere veel grotere corruptie zaak haalt de pers in Nederland al niet meer sinds 2011. Afgelopen weekend kwam de Zuid-Afrikaanse met nieuwe informatie. Thales betaalde eind jaren negentig president Zuma, destijds nog vicepremier, smeergeld om er zeker van te zijn dat Zuid-Afrika wapens van het Franse concern bleef kopen. Nog steeds is de onderste steen niet boven. Nederland heeft een belangrijke poot binnen het Franse concern. Thales ontkende later deze week de feiten. Je zou denken Nederlandse pers bijhouden die zaak.

Maandag 29 kwam het belangrijkste wapenhandelnieuws niet uit Nederland, maar uit Engeland. Het bedrijf Chemring leverde traansgas aan de politie van Hong Kong. Dit werd ingezet tegen de demonstranten. Chemring verklaarde vrij snel na het bekend worden van dit nieuws dat het zijn leven zou beteren. Onzin beweerde de minister van Buitenlandse Zaken, Philip Hammond, CS gas kan je overal kopen, dus maak je niet nodeloos druk. Levert of voert Nederland ook traangas door? Ja vooral aan het ondemocratische Golfstaatje Oman en een beetje aan rumoerige Indonesië. Doorvoer vindt plaats naar Oman (uit het VK) en het ook niet frisse Qatar (uit Frankrijk).

Dinsdag 30: Vandaag worstel ik me door het zakendoen met Duitse vrienden van de Nederlandse zakenman Fentener van Vlissingen in het interbellum. Steeds opnieuw moet ik wennen aan het idee dat Nederland in die jaren niet alleen neutraal, maar ook nogal Duits georiënteerd was.

Verder ontvang ik een op de persoon opgestelde reclame voor een defensie-industrie bijeenkomst in Qatar of ik en mijn bedrijf geen belangrijke bijdrage willen leveren aan land-, lucht- en zeemacht. Zucht.

Woensdag 1: Nogmaals zucht. Pas van vandaag lees ik een bericht uit de Dagen Nyheter van afgelopen maandag. Het gonst al een week van Arms Trade Treaty (ATT) berichten in de internationale pers. Binnen anderhalf jaar heeft men al voldoende landen die hun deelname aan het verdrag hebben bekrachtigd. Iedereen blij. Zelfs die verrekte mensenrechtenschenders zullen zich er iets van gaan aantrekken, aldus de directeur van het Control Arms secretariat Anna MacDonald. Veel verandert er feitelijk niet door voor de grote wapenleveranciers. Gek dat zoveel geld en tijd is gaan zitten in iets wat vooral een PR-operatie is en geen hout snijdt.
In de Zweedse krant lees ik dat er veel verandert. Voor het eerst spelen ook vrouwen een afweging of er al-dan-niet geleverd moet worden. De vrouw die het schrijft is een Zweedse schoonheid, maar dat is geen excuus voor het oplepelen van NGO-propaganda. Denk zelf na. Er zijn geen wapens gericht tegen vrouwen. Vrouwen zijn onmiskenbaar belangrijke slachtoffers van wapengeweld, net als kinderen, ouderen en alle anderen die toevallig in de weglopen of juist niet kunnen weglopen. Dit punt werd al gedekt door het criterium dat geen wapens mogen worden geleverd waarmee de mensenrechten geschonden kunnen worden. Gabriella Irsten, politiek medewerkster van de Women International Leaque for Peace and Freedom (WILPF) beweert in het artikel terecht dat de Zweedse wapenregels tot nu toe vaag waren. Maar in die zin is de ATT geen enkele verbetering. Zweden onderschreef eerder de net iets minder vage Europese wapenexportregels die door dezelfde groepen die nu de ATT hebben bekokstoofd werden uitgebroed (evenals de Gedragscode daarvoor). In de geest zijn het mooie documenten, maar naar de letter – en daar gaat het uiteindelijk om – zijn ze niet meer dan een gescheurd vangnet waarmee op zijn best alleen de grootste vissen zijn te vangen. Waarom iedereen dan zo blij danst op de kade is de vraag.

Donderdag 2: Lees ik dat het State Department op 1 en 2 oktober op bezoek is in Amsterdam om het Amerikaanse wapenexportbeleid uit te leggen. De Verenigde Staten houden er een streng eigen beleid op na dat vooral bedoeld is om de wereldwijde belangen van de VS te ondersteunen. Economisch gewin is ondergeschikt aan machtspolitiek. In Europa is dit vaak andersom. De Amerikanen zijn ook nogal streng bij overtredingen. Een nulletje of zes boete is niks. Om dat te te voorkomen en uit te leggen, komen ze jaarlijks langs.

Vrijdag 3 ga ik fietsen en zwem in zee. Praat over tuinieren en natuur. Even denk ik er nog over om een bericht op te nemen dat het Nederlandse Parlement opzoek gaat naar een nieuwe duurzame huisbank zonder wapenhandel. Ben benieuwd welke dit wordt. Maar laat het er bij zitten. Trappen maar. Libellen en koolwitjes schieten voorbij.

Vandaag 4 heb ik een antimilitaristische reünie. Dat kan ook nog.

Ik heb begrepen dat maandag Stop Wapenhandel met een uitgebreide brief met aandachtspunten komt. Er is meer dan genoeg om je druk over te maken en eveneens meer dan genoeg dat de Nederlandse pers, laat staan de politiek, niet haalt en daar wel thuis hoort.

The golden triangle; Dutch Defence Industrial Base


Early June of this year the Associated Press published an article about “the bigger nations that account for the bulk of Europe's defence spending”. The Netherlands is amongst those countries, together with Britain, France, Germany, Italy, Poland and Spain. All of these countries forster their arms industries to arm their national defence forces, and all have policies to keep this industry afloat. In a time of shrinking defence budgets, innovative industrial products for military capabilities are even more important to keep armed forces in the lead.

According to the Dutch MoD, the UK and France have, like the Dutch, selected specific defence technologies which they want to prioritise. They also use similar policies to support military R&D and innovation. Germany is operating for quite some time within a golden triangle between government, industry and research institutes, a working strategy which the Dutch have adopted more recently. The UK has selected centres of technology, and sets aside part of its acquisition budget for investments in R&D. Spain has its Material Resources Programme, in which all material resources are grouped under a common State Secretary vision. Poland recently declared that it will strengthen support for its defence industry. And one of the missions of Italy's General Defence Secretary and National Armaments Director (SG/DNA) is to support its military industry to “be effective in competitive global markets”. Since 2007 the Dutch government also has a policy to support its defence industry, called the Defence Industrial Strategy (DIS).

On June 11, the Dutch ministers of Defence and Economic Affairs presented an updated DIS to the parliament. It was not exactly the trending topic of the day; only 3 MP's participated in the parliamentary debate with the ministers of Defence and of Economic Affairs. All but one participants (Günal-Gezer, social democrats, PvdA) were members of the liberal party VVD, including both ministers. Not a single member of the opposition participated.

This meagre presence shows that the Dutch armed forces and arms industry are not seen as politically relevant to most parliamentarians. As long as the forces are run at minimal costs (after all budget cuts of recent years) it is not an issue they feel the need to get involved in. The defence industry is rather small (12.000 jobs involved ) and supposed to be looked after by the government. Running the defence-industry seems to be considered a mere management issue by most parliamentarians.

This is however a misunderstanding. The defence industry is highly relevant, not in the first place for economic reasons but foremost for reasons of international security. The mixing of economic and security interests is always a risky business. According to the DIS, the Netherlands should invite defence and security industry participation earlier in the acquisition process; even before the actual acquisition propositions. The choice for neccessary equipment should even be made together with industrial partners, although it is recognized that there is a 'conspiracy of optimism' on costs at the part of the industry. This topic of mixed interests is elaborated by William Harung in his book Prophets of War, on the policies of Lockheed Martin. It is amazing that while all indicators show that it is difficult to keep the weapon manufacturers on budget lease, the Dutch government wants to give them an important position in the decision making process.

The DIS brings to the surface the contradictions in the Dutch policy towards arms production and arms trade. Normally, the Netherlands government is a free market champion, but not when it concerns the arms industry. In the past, a great part of the Dutch defence production has been depending on offset deals (orders directly or indirectly connected to weapon orders abroad). When the European Commission decided offsets on defence orders where not longer allowed, the Dutch invented the 'industrial participation' approach (which can be over 60 percent of the value) when acquiring weapons. The name is different, but is has a great similiarity with offset production. The government uses the EU security exception to the free market rule, art. 346 of the EU Treaty, to defend Dutch arms manufacturers against free competition. According to the government, the Netherlands is forced to do so, because other countries support their arms industries as well. The Dutch consider themselves a 'smart follower.'

Besides supporting the arms industry via the Commissariat on Military Production (part of Economic Affairs), the DIS also stresses that government support for the defence industry has the result that more weapons can be sold on the international market, because they are derivates of weapon systems first produced for the domestic market. A home market as launching costumer increases trust by foreign clients.

Between 55 and 70 percent of all Dutch military production is exported. The DIS is focusing on Asia, the Middle East and Latin America. “It suites those emerging economies to defend their interests also military. Because of this, a strong militarization of Asia (on the Indian Ocean) and also the Middle East is ongoing,” according to a report in preparation of the DIS.

While the European market is slightly shrinking and US companies are penetrating more and more, to make up for the reduction in Pentagon budgets, arms acquisitions in especially Asia are growing. The arms race in Asia started already in the eighties of the last century and is now taking off at full speed. The same situation appears in the Middle East. Although one should keep in mind that the combined military budget of the US and the EU is still counting for half of the worlds military spending in 2017, according to a IHS Jane's projection.

Instead of a realisation that militarisation of the world is a dangerous development which needs carefulness and restraint, the Dutch government sees it as an opportunity for exports. This is not in line with a responsible arms export control regime which prioritizes security. In arms export, economic profit should not be the driving force. A responsible security policy and and a profits driven economic policy are a bad mix. For this reasons private industries should be kept at arms length from decision making tables on military acquisitions.
